Well I was thinking that the panels should maybe have their own language folder/files. Example: panels/user_info/language/en.php that way, they are self contained, nothing needs editing when adding a panel, and all you have to do is remove the panel folder instead of trudging through the language folder looking for the right file to delete.

Realistically most of the language stuff should be there anyways. 
So one way you could add the language files to the default language folder.  When you delete the panel you can just leave those language files there i guess.  They wouldnt hurt anything at least.  Just take up a little space.  If you put it in its panel folder it centralizes the language files from that plugin and will also probably allow overwriting of the default messages which would probably be a good thing (it would only overwrite it for that one panel).

in short, I think it is a good idea.


p.s. Ill be online more when I finish fighting between 3 departments at my school and finish signing up for classes sense they start in 2 weeks and finish a final project that I just lost all the data too because my hdd crashed the day before the backup drive came.
