[Fixed] Upper/Lower panel bugs...

Upper/Lower panel bugs...

So I tried to add an upper and lower panel with "Navigation panel". Both came out with error messages

Then I went to plugins and opened the navigation panel from there.
I added a link and got the following error:

There is no such things as "bugs"! It is just space reserved for new features...
