Since I'm not sure exactly what caused it, here's exactly what I did.

Installed Xampp Lite
Set up, started, set up database and user, download eoCMS svn, copied it to htdocs
Navigate to localhost, run through installer

Note here: Installer from SVN actually worked fine. Didn't have to manually shoehorn the database in like I did for my web server. If it makes a difference, my web server uses MyIASM (got lots of errors, and had to shoehorn it), I set up my test box with InnoDB (worked like a charm).

When installer prompted to delete and go to home page or go to home page, I manually deleted the installer.php, install.php, and autoinstaller.php.

I selected the option to go to home page and received:
.. 9 times

Another refresh, and the error went away.

I dropped and recreated the database, put the installer back, deleted the cache, re-ran installer, at the same page I was at before, deleted the installers, hit the same button, and got those errors a second time as well.

This seems the only time they are seen, and it doesn't appear to break anything, so it's not a high priority fix, but it's something someone better then I might want to take a look at.
