eoChat would not be packaged with the base. It is a addon, not part of the base coding

It basically uses AJAX (comet wasnt plausible with PHP) to read the MySQL database and then return the chat. It will eventually use its own flatfile databasing/MySQL

But I will definatly be making a plugin for eoCMS (As they are both part of the eoSoftwareGroup <- lol)
