Added new emoticon images. Added custom emoticons in the admin panel. Added parse emoticons in the bbcode function. Updated installer with new emoticon table. Also added a check to see if the user has maintenance access, if not the maintenance check function is called. There is not point checking if they have access during maintenance mode.
